The meeting was called to order by William Hobson, Manager, Centralized Household Goods Traffic Management Program
(CHAMP), Program Management Office (PMO), General Services Administration, Kansas City, Missouri.
1. HHG Cost Comparison System (HP).
It was announced that the current automated cost comparison system had to be off of the HP by April of 1997. A desktop
application was proposed and a demonstration is scheduled for the December 1996 Council meeting.
2. New Items for the RFO.
Special Services: A handout was distributed showing items that are currently in the VA and Customs solicitation.
The following items were reviewed and will be added to the next RFO:
Value Protection. Depreciated Value Protection will be eliminated from the RFO.
All shipments will be released at full value at no additional cost to the agency.
Unpacking and Debris Removal. Employee may request removal of packing debris within 30 days after date of delivery.
Removal of all packing and similarly related material from the new location will be based on hourly labor rates provided in the GRT, not
to exceed a total cost of $75. 00 per shipment. Optional Service.
Weight Variance - Agreed Weight. In the event the carrier fails to adequately justify the difference between the actual and premove
survey weights, the carrier stipulates that the agreed weight of the shipment will be the actual weight or 110% of the premove survey
weight, whichever is lesser.
Claim Settlement Penalty. In the event the carrier fails to settle a claim within 30 days (60 days is a waiver is
granted by the contracting officer) due to carrier fault, the carrier will pay a $25. 00 per day penalty to the agency. The total penalty shall
not exceed $250. 00.
GSA Shipment Surcharge. By the submission of a rate tender under this RFO, the carrier agrees to pay the GSA
shipment Surcharge. The GSA Surcharge must not be included in the Original Public Voucher for Transportation charges, SF1113, at
the time of billing as part of the transportation and/or accessorial charges.
Move Management Services. Carriers will have the chance to file rates that include move management services. These
services will be provided by the carrier with no additional charge to the agency.
Excessive Distance Carry. Not withstanding any other provisions of the item 160 of the GRT, any reference to a distance
less than 100 feet will be construed as 100 feet. Used to be 70 feet.
Delivery out of Storage. Charges for pick-up or delivery out of storage as provided in item 210 of the
GRT, will apply depending upon the location of the warehouse when the point of original pick-up or final delivery and warehouse are
both located within the same municipality or within a distance of 50 miles or less. Any references to a distance of 30 miles will be
construed as a distance of 50 miles.
Crating Services. Regardless of possible use of third party service for crating, crating services will be quoted, billed
and paid as provided in the applicable Bureau issued Government Rate Tender.
Small Shipment Charge. Item 61, Small Shipment Charge of the applicable Bureau issued Government Rate Tender will
not apply.
Shuttle Service. Shuttle Service will be a discounted item.
3. New rate structure for RFO.
A handout was distributed that showed the discount differences between the general RFO, the Customs RFO, and the VA
RFO. The purpose of this handout was to show that additional services can be added to the RFO and acceptable discounts can
still be maintained. A major contributor to these discounts is the reduction of carriers. The following filing structure will be in the next
RFO:
Carriers can file rates with or without Move Management Services.
Solicitation for the General Government. Carriers will have the option to file special rates for individual agencies.
**Agencies retain the right to award traffic to a limited number of carriers. Agencies will be able to use their special rates or the
General Rate Tenders.
4. 1997 National Conference.
A National Conference will be held in St. Louis in 1997. This will cover both HHG and Freight. No official date has been
set. Written notification will be sent.
